Выявление и предварительная оценка тенденций развития науки и техники, предвидение крупных научных открытий и технических решений, способных произвести качественные изменения в общем научно-техническом и производственном потенциале страны, в социальных отношениях и мировой политике. Прогноз, как правило, должен дать сведения, во-первых, о возможном распространении уже известных и используемых научно-технических новшеств, во-вторых, о возможностях внедрения тех достижений науки, лабораторная разработка которых уже завершена, и, в-третьих, определить фундаментальные направления развития науки, практические результаты которых на данном этапе полностью или почти полностью не определены. В двух первых случаях прогноз должен дать оценки отдельных направлений научно-технического прогресса, основанные на сопоставлении затрат с экономическим эффектом (принцип «затраты-эффект«). Должна быть также дана оценка социально-экономических и экологических последствий прогнозируемых научно-технических решений.

технологическое прогнозирование
Вид прогнозирования науки и техники, ориентированный на создание динамической картины «перемещения» технологии, под которым понимается процесс ее развития (от уровня изобретения, открытия до уровня инженерной разработки) и ее «распространения«, т.е. практического применения, коммерческой реализации. Обычный прогноз развития науки и техники показывает, опираясь на анализ современного состояния и тенденций развития, какие ресурсы могут быть в принципе освоены, технологический же прогноз показывает, когда использование этих ресурсов может быть не только освоено производством, но и будет экономически эффективно. Технологический прогноз обычно соединяет в себе элементы поискового прогноза и нормативного прогноза.
